The Town of Milford is seeking proposals from qualified firms to deliver an exceptional Compensation and Classification Study in accordance with the attached Request for Proposal (RFP), inclusive of all documents incorporated therein. Milford is a town in Worcester County, Massachusetts. Located 20 miles west of Boston and crossed by Interstate 495 and routes 16, 85 and 109, Milford is a diverse community with a population of approximately 28,000 residents. The Town of Milford last contracted with an outside vendor to perform a Compensation and Classification study in 2015, that resulted in the Position Levels and Compensation Schedules included in this RFP. The Town of Milford would like to update its current compensation program and firms will be required to provide an outline of their services included in a Compensation and Classification Study.

The Bid documents will be available 11:30 am, June 25, 2021, at the Milford Town Hall, Town Administrator and Select Board’s Office, 52 Main Street, Milford, MA 01757 (Monday, Tuesday, and Thursday 8:00 am – 4:30 pm, Wednesday 8:00 am – 6:00 pm, Friday 8:00 am - 11:30 am) and on the Town of Milford website. All bids are due by 2:30 pm, July 15, 2021, at the Milford Town Hall, Town Administrator and Select Board's Office, 52 Main Sreet, Milford, MA 01757.

Inquiries regarding the information contained in this RFP shall be directed to the Human Resources Director office via email and will be responded to by email. The deadline for questions will be 6:00 pm Wednesday, July 7, 2021.   

The Town of Milford has assembled an internal RFP team whose purpose is to evaluate all proposals.The Town of Milford’s evaluation will be based on the information received in your proposal.The Offeror’s proposal should provide all information that the Offeror considers pertinent to its qualifications that may be useful in evaluating Offeror’s capabilities to meet the Town of Milford’s requirements.The Town of Milford may request selected Offeror to further clarify and present their proposals as part of the RFP evaluation process.The Town of Milford reserves the right to adjust or change selection criteria or to withdraw or amend the overall process at its discretion.The Town of Milford also reserves the right to accept or reject any and all responses at its discretion, including accepting any late or non-conforming proposal and negotiating the terms of any subsequent agreements.If a significant change in the scope of this RFP occurs, all qualified Offerors will be given the opportunity to respond based on the revised specifications provided by the Town of Milford.
