On or about January 5, 2024, the Town of Milford will submit a request to the Executive Office of Housing and Livable Communities (EOHLC) for the release of Community Development Block Grant (CDBG) funds under Title 1, Section 106(a) of the Housing and Community Development Act of 1974, including Amendment contained in the housing and Community Development Act of 1987 as amended, to undertake a project known as Renovation of Town Park for the purpose of undertaking a complete Renovation of Milford Town Park, funding includes CDBG Grant of $1,324,037, ARPA Funding $538,325.70 and Town Meeting Funding $740,000.00.

The activities proposed are categorically excluded under HUD regulations at 24 CFR Part 58 from National Environmental Policy Act (NEPA) requirements. An Environmental Review Record (ERR) that documents the environmental determinations for this project is on file at Town of Milford, 52 Main Street, Milford, MA 01757 and may be examined or copied weekdays, Monday, Tuesday and Thursday 8:00 AM to 4:30 PM, Wednesday 8:00 AM to 6:00 PM and Friday 8:00AM to 11:30 AM.

Public Comments

Any individual, group, or agency may submit written comments on the ERR to the Town of Milford, Select Board Office, 52 Main Street, Room 11, Milford, MA 01757All comments received by January 4, 2024 will be considered by the Town of Milford prior to authorizing submission of a request for release of funds.

Environmental Certification

The Town of Milford certifies to Executive Office of Housing and Livable Communities (EOHLC) that Elizabeth Mainini in her capacity as Environmental Certifying Officer of the Town of Milford consents to accept the jurisdiction of the Federal Courts if an action is brought to enforce responsibilities in relation to the environmental review process and that these responsibilities have been satisfied.  Executive Office of Housing and Livable Communities (EOHLC) approval of the certification satisfies its responsibilities under NEPA and related laws and authorities and allows the Town of Milford to use Program funds.

Objections To Release Of Funds

Executive Office of Housing and Livable Communities (EOHLC) will accept objections to its release of fund and the Town of Milford’s certification for a period of fifteen days following the anticipated submission date or its actual receipt of the request (whichever is later) only if they are on one of the following bases: (a) the certification was not executed by the Certifying Officer of the Town of M; (b) the Town of Milford has omitted a step or failed to make a decision or finding required by HUD regulations at 24 CFR part 58; (c) the grant recipient or other participants in the development process have committed funds, incurred costs or undertaken activities not authorized by 24 CFR Part 58 before approval of a release of funds by Executive Office of Housing and Livable Communities (EOHLC); or (d) another Federal agency acting pursuant to 40 CFR Part 1504 has submitted a written finding that the project is unsatisfactory from the standpoint of environmental quality.  Objections must be prepared and submitted in accordance with the required procedures (24 CFR Part 58, Sec. 58.76) and shall be addressed to Executive Office of Housing and Livable Communities (EOHLC) at 100 Cambridge Street, Boston, MA 02114.  Potential objectors should contact Executive Office of Housing and Livable Communities (EOHLC) to verify the actual last day of the objection period.
