Fino Field Pool Improvement Project Bid

The Town of Milford, hereinafter referred to as the Awarding Authority, hereby invites sealed bids for the Fino Field Pool Improvement Project, at 35 Granite Street, Milford, MA 01757. In accordance with Contract Documents prepared by Bargmann Hendrie + Archetype, Inc., Boston, Massachusetts.

General Project Description: The work of this Contract includes construction of a new entry structure, construction of a new filter structure, a new pool and spray deck and utilities and site improvements related to the project. Bidding procedures and award of Contract and Subcontracts are subject to the provisions of the General Laws of the Commonwealth of Massachusetts (MGL) c.149, §44A to §44J inclusive; applicable sections of (MGL) c.30;  (MGL)c.674 of the Acts of 1981, and “Construction Reform” amendments contained in Chapter 193 of the Acts of 2004.

All parties desiring to submit General Bids and Filed Sub-Bids must submit with their bids a copy of the General Contractor's and Filed Subcontractor’s Certificates of Eligibility and an update statement, for General Contractor or Filed Subcontractor in the respective category.

The Bid documents will be available 10:00 am, August 4, 2023, at the Milford Town Hall, Town Administrator and Select Board’s Office, 52 Main Street, Milford, MA 01757 (Monday, Tuesday, and Thursday 8:00 am – 4:30 pm, Wednesday 8:00 am – 6:00 pm, Friday 8:00 am - 11:30 am) and on the Town of Milford website. This bid will include a general bid along with five different sub-bids. The Bids should be in an envelope bearing on the outside the name and address of the Proposer, addressed to the Milford Town Hall, Town Administrator and Select Board’s Office, 52 Main Street, Milford, MA 01757. The Bids must be properly filled out, signed, sealed and endorsed: "Fino Field Pool Improvement Project - General Bid" or "Fino Field Pool Improvement Project - Sub-Bid (with corresponding sub-bid name)".

The following are the sub-bids:

  • 050001      Miscellaneous Metals
  • 070002      Roofing and Flashing
  • 099100      Painting
  • 220000      Plumbing
  • 260000      Electrical

All sealed sub-bids are due by 2:00 pm, August 17, 2023, at the Milford Town Hall, Town Administrator and Select Board's Office, 52 Main Street, Milford, MA 01757. Sub-bids shall be publicly opened and read by the Chief Procurement Officer at that time.

All sealed general bids are due by 2:00 pm, August 31, 2023, at the Milford Town Hall, Town Administrator and Select Board's Office, 52 Main Street, Milford, MA 01757. General bids shall be publicly opened and read by the Chief Procurement Officer at that time.

A Pre-Bid Conference / Site Inspection will be held 9:00 am August 8, 2023, at the Fino Field Pool area, 35 Granite Street, Milford, MA 01757. It is imperative that all prospective bidders have a representative in attendance.

A performance bond in an amount equal to one hundred (100%) percent of the total amount of the contract price with a surety company qualified to do business in the Commonwealth of Massachusetts will be required for the faithful performance of the contract as well as a labor and materials bond in an amount equal to one hundred (100%) percent of the total contract price.

All bids for this project are subject to applicable public bidding laws of Massachusetts, including (MGL) c.149, § §44A through 44H, as amended.

  • Attention is directed to the minimum wage rates to be paid as determined by the Commissioner of Labor and Workforce Development and the weekly payroll record submittal requirements under the provisions of (MGL) c.149 s26 to 27D inclusive.
  • Attention is further directed to the requirements of G.L. c.149, §44D requiring submission of a Division of Capital Asset Management (DCAMM) approved Certificate of Eligibility and Update Statement with all bids.
  • Selection of the contractor will be based upon bidder qualifications, including evidence of past performance in similar projects, and bid price. The contract will be awarded to the bidder deemed by the awarding authority to be the lowest responsible and eligible bidder.
  • The bidder agrees that its bid shall be good and may not be withdrawn for a period of 30 days, Saturdays, Sundays and legal holidays excluded, after the opening of the bids.

The Town reserves the right to accept or reject any and all proposals, to waive any informality in a bid, and to award the contract deemed to be in the best interest of the Town of Milford. The Bid is to be awarded to the lowest responsive and responsible bidder.
